Unless the Jury should be also satisfied from the evidence that at the time this said Thomas Turner imported the said Rachel into the state of Maryland, he was a citizen of said state & owned land within that part of the District of Columbia called Washington County which was ceeded by the state of Maryland to the U States, in which case if found by the Jury from the evidence the said Rachel is not entitled to her freedom by reason of such importation
