To the Honble the Judges of the Circuit Court of the District of Columbia for the County of Washington

Your Petitioner Frederick Mortimer would respectfully represent to your Honble Court that he is entitled to his freedom, but that he is illegally & unjustly held in servitude by one Hudson M. Garland, whom your Petitioner prays may be summoned to answer to this his Petition. & that the liberty to which he is entitled may be adjudged to him & he be discharged from the illegal restraint of said Garland.
