To the Hon. Judges of the Circuit Court of the District of Columbia for Washington County

The petition of Fortune Scott of Washington County [illegible] represents that he is entitled to his freedom by the Laws of the County and that William F. Masters in his own right and as natural guardian of his minor children, Amelia, Francis and Martha holds him in slavery.

He therefor prays yr Honors to grant him a summons for said William F. Masters and thereupon a hearing of his case, that yr Honors do give Judgment in favor of yr Petitioner yr and as in duty bound, he will ever pray &c
